Where ClickUp should land in your app rules
Project trackers are usually marked Productive in Global App Rules — nearly every department has a legitimate reason to be in them. If a team's tracker time balloons, keep the rule and read the Workforce Dashboard's department time distribution instead; reclassifying a planning tool as Non-Productive punishes coordination rather than fixing it.

Does Momentum capture time in the desktop app and the browser tab equally?+
Yes. The agent records the active application or browser window either way, so whether your team uses the native client or a web tab, the time lands in the same classified bucket on the Timeline and in Activity scores.
Can one department treat the tracker differently from the rest of the org?+
Yes. Global App Rules set the default, and per-department overrides win where they exist — for example, Productive everywhere but Unmarked for a department that shouldn't normally be doing project administration.
Will time here count toward productivity scores?+
If the app is marked Productive for that user's department, every active minute counts toward their productivity score and active-vs-expected desk time. Unmarked time is tracked and visible but scored neutrally until you classify it.
